If you are in an open lobby, then random players can join you regardless of the platform they are running the game on. 

You can disable the cross-platform feature by pressing the Y button on your Xbox controller on the ship selecting screen. Scroll down and then set your preference for matchmaking. Do note that this feature is only available for players playing on Xbox. You cannot disable cross-play on your PC.

When you disable cross-play on the game, you will only join people on the same platform as you in the lobby. However, you might be matched with platforms from other platforms if there aren’t enough on the same platform to make up the crew.
