As per Netflix, the HVEC video extensions is required if you want to play content in 4K in Windows 11. 

Many PCs come with this extension installed by default, and some don’t. To check if your PC has the HVEC video extensions, record a video in H.265 and copy it to your PC. Now play the video with the Movies & TV. If the video plays without any interruption, then that means the HVEC video extensions is available on your PC. However, if you get an error saying ‘To play this video, you need a new codec,’ you will have to download the HVEC video extension.
